County picklist as a dependent field to state or city

The only way to do ths is create a javascript that will detect the city/state input. I would recommend asking your CSM to have a services engineer take a look at it. 

There are 3rd party APIs to return city, state, country based on zip you could also use.

(There used to be a free one, but I think it's not free any longer.)
