If there is no grade plan active, the Reports button is not displayed. Teachers need access to those reports at any time of year (to answer student/parent questions, wot refer to when writing recommendations, etc). The button is visible in the Original Grading page.

Maybe this has already been addressed, but one of my teachers reported that all of her grades calculated as hoped for, but when she recalculated the class, that's when some grades were missing: so, same issue, but at a different time.
