Gift Processing Manager

I am the Manager of Database Operations and I work in the Finance and Administration Area. I have one person who works for me. Right now Database Operations performs the duties of the gift processing manager. We are responsible for reconciling and 95% of all gift entry. Only large gifts that require special handling are processed by the Development Office. We are in the process of creating a position for gift processing manager. I feel this person should report to the person managing the database; our development staff thinks they should report to someone in their department. Assuming that the person managing the database could either be in Development or in Finance, do you think the gift processing manager should report to the person managing the database or someone else.

 Everyone who handles gifts in our office is part of development.  The only people who need RE or reports it can provide are 1 contact in IT who handles server maintenance and the business office (reports).
