Online Express Notification Missing

Hi All: We have one user who can not get notifications from Online Express. We have been told it is because the user was Black Listed. We were told this Black Listing was caused by a Grey Listing on our end. We have followed all the steps to clear the Black Listing, but we do not get the email with the “approval” link. BB Support is currently going in circles asking us to keep trying again. How do we fix this. Note it is Only one user, we have added and removed users and the notifications work correctly.
