Export Most Engaged Email Recipients

Is there a way to identify and group the overall most engaged email recipients? This would be those who have opened the highest percentage of emails sent to them, or potentially those who have clicked through on the highest percentage of emails they've received. I'm not finding a way to group recipients by how engaged they are, to allow targeting of our die-hard constituent base.
