Data Import - Emergency Contacts (Related Users)

I'm attempting to data import parent cell phone number and email address to each student's emergency contacts. I've run a test with a few students, and it uploads them as “Emergency Only”. There is no option on the sample file to select “Every Time”, “Emergency Only” or “Never”. The default for related users seems to be Emergency Only. My desire would be to set parents to “Every Time” (2 is max, I'm aware). Is this a possibility?
