Survey processing for existing records (re-subscribing)

We are reimplementing our email sign-up form. We're opting for the two-step approach, where the user submits email first, then is taken to another Survey where more information is requested.

The processing settings for the Constituent Registration Info question type are for new records only. So a new user would be auto logged in and their email address would carry over to the second form asking for more info. Lovely, that's fine by us! But that does not happen if that email/record already exists – someone could submit, but no info carries over, nor is logged in. I understand some security issues could be related to that, so…

I guess my question is – How would someone resubscribe to emails? Is logging into their existing account the only option?
