How does advocacy handle DC, military, and territory addresses?

For DC, we only maintain contact data for the Federal (non-voting) representative.

For VI, GU, AS and PR, Convio maintains data for the Federal (non-voting) representatives and the governors of those territories.

People in the military aren't represented as such; they are represented by the legislators in the districts and states where they list home address. They should respond to an action alert using that address.
