How do you send an email with one query list, but make sure another query is exempt?

For example,, I would like to send an email to donors whom have not given to our year end appeal. So this is a list that I would like to exempt.

    Hi Susan Day‍ - I take care of this by merging queries ahead of creating a list in OLX. While this requires us to create a new list for every email sent, the system works well for us.  If you would like me to go into more detail, let me know.
