Can a team captain edit the Team personal page?

Yes, only the team captain can edit the Team page. When team captains log in to their participant center, they won't find the link to the team page among the icons at the top of the page. They need to look in the purple box on their participant center page. The first section in that box is 'My Team'. Click the 'Update Team Information' link. That takes the participant (team captain) to a page where they can edit/update the team page.
