How are hard bounces recorded in email statistics?

Sending first email to bad email address:

- the hard bounce count increases to 1 and the record is in the CSV file

Sending second email to same bad email address:

- the hard bounce count increases to 2, the record is in the CSV file and the email address is marked Hard Bounce - Bad in the contact record

After it is marked Bad, email is no longer sent to the email address and it is no longer in the CSV file.
