Why does my canceled ticket purchase appear in the guest list report?

If you attempt to purchase tickets for a ticketed event and hit "Cancel" on the Credit card screen, or if the credit card is declined, it looks like a ticket was purchased in multiple places, including the Guest List and Ticket Revenue Summary.

This is working as designed. After a 20 minute timeout, cleanup is done - it puts the tickets back into the available tickets for the ticket type. The reasoning behind this is to reserve the tickets for a while to give the customer time to complete the transaction.
