Can an international constituent make a donation?

A Visa card (or Master Card, or Amex, etc) is the same no matter which country it was issued in. The potential problem then is the address that the card is billing to.

Convio can accept credit cards with international addresses. However, there may be an issue with the address format in donation forms. Not all addresses are formatted the same and thus the fields a site requires of the constituent may not properly line up with the client's billing address. Also, the donation form must have a drop down menu for the constituent to pick a country in order for the card to be properly charged.

One caveat, IATS won't accept credit cards that bill to anywhere besides the US and Canada.
