Merge fields with Imported Lists

We are doing a major program review (MPR) for several of our programs (around 50). Typically what happens is an email is sent on day 1 and then a reminder is sent to the people who havent responded on day 7. All surveys are unique to the individual who is receiving them. so over the course of the next several months 100 emails will be sent with unique survey links.

Problem

1. Net community will not allow me to merge the survey field from a regular imported list
2. I can not put the survey in attributes because the character limitations will cut off part of the survey link.
3. Net Community will allow me to create a new template and attach a merge list and create an email, for each and every email I have to send. When I am done the emails for this MPR alone we will have 100 templates, not including our already created templates for regular use. I cant even create just 50 templates (one per program) and update the email list because it will not allow me to update the list using this format.

Has anyone else ran into this issue and found a work around?
