Email Delivery Disabled for no apparent reason

This morning, I discovered that Email Services delivery had been disabled for no apparent reason. It was easy enough to re-enable the service, but I wonder if anyone else has experienced this in their environment. No one that has access is admiting that this was a manual change and I believe that to be the case, so the only possible explanation is that something happened that triggered the disabling, I just don't know what.
