Why are constituents outside of the U.S. unable to take action in an Action Alert

Convio only targets U.S. elected officials, and if the alert is not limited to president, VP, Federal senators then we district map.

If it is an American living outside of the U.S., they will need to use their U.S. address.

The majority of ederal house member web forms do zip code checks to only allow those in their district to contact them via their webform.
