Web Service Call to Create new NC User - Instructions?

says on p. 10 that you can use web service calls to create users.  User registration parameters are on p. 12, but no instructions on how to create and execute call.


I've looked below to find instructions on how to create a user registration on NetCommunity below, but can't find.  Is anyone familiar with this and could point us either in this documentation or elsewhere on how to do this?
