s-tag for city not working

I'm trying to use a simple S1 tag to render a constituent's city in an email appeal. But it doesn't appear to be working when I preview the message. Can someone take a look at the code I'm using below and tell me if I'm doing something wrong? If the constituent record doesn't have a city listed I want them to just see "Here in Atlanta". If there is a city on record I want them to see "Here in [city]"



Here [[?x xxnullx::x[[S1:city]]x::in Atlanta::in [[S1:city]]]] and throughout north Georgia
