Does OE allow for opt-outs by segment?  For example, an alum may want to optout of campus event emails but not general alumni communications.  How do other schools handle this?

    I do not believe this is an option at the present time.  You could include a link for someone to email you indicating their preferences (I would recommend a dedicated email address that can be checked by multiple people).  Then you can set up Attributes or Solicit Codes to track the options and create your Queries/OLX Lists.
