How does a document get an ID number?

I've recently been added as a site administrator on an existing site. Documents that had already been uploaded all have URLs like /document.doc?id=54, but documents I upload get URLs like /file/filename.docx. I wouldn't normally care about that, except that it seems I can link to the former but not the latter.

    What are you seeing that's making you believe you can't link those documents? You can link any URL on your site.
