Why is there two separate sets of logic for Wrappers?

I notice that if we don't specify a TeamRaiser wrapper, then the default wrapper for the security class is used.

    TeamRaiser wrappers are intended to give users who are not comfortable with editing HTML the option to apply basic styles, e.g. background colors, within the admin interface. If you are using a wrapper from Page Wrapper Editor, you don't need really need to worry about the TeamRaiser wrappers.
