Thoughts on entering awards from different depts of county government?

I'm thinking through the best way to enter awards/contracts from different departments of county government. For example, there is a contract from the Dept. of Homeless Services and a contract from the Board of Health. At the same time, it is important to be able to quickly answer the question, “how much funding do we receive from the county?” Does it make sense to have three different records: the county, the dept. of homeless services and the board of health then put the gift on the county record with soft credit to the various departments?

    I think that makes sense, and create a relationship between the records.
