Some Confusion About Donation Level Security Categories

Currently I'm trying to configure a donation level for Administrators Only, however upon accessing the form the new donation level does not appear, only the levels configured for other categories. I added personalization to tell me the username of the logged in person and it doesn't detect a username, so it's like I'm not logged in at all. Is there something I'm missing? Is there a better way to achieve the same result that doesn't involve creating an entirely new form?
