Modern custom teamraiser thermometer

I'm curious how difficult it might be to implement something like the image below?


We're trying to jazz up our default progress bar style teamraiser thermometer.


Any resources that you all can point me to would be much appreciated.

    I'm partial to the Circles.js library which can do this fairly easily:
