Where is form designer, process navigator and design donor screens?

I'm not sure exactly what you're seeing in your event setup but can you elaborate on what you're trying to do? The registration form design can be configured in step 11 under "Customize Pages" while the style for your pages can be managed under "Related Actions" in the left-hand column. As for the process navigator, are you referring to the registration flow? If so, these things can be edited under the "Customize Pages" as well.

 

Can you tell me if this is your first time to setup a TeamRaiser event?
