Phone banking people not yet taken action on advocacy alerts

My organization regularly sends out action alerts to our constituents on pending legislative issues. But we've also found that making a personal phone call to folks helps increase our response rate. Of course, we don't want to spend the time (or bother someone with) making a call if they've already taken action on the alert-- we want to ID the folks who have not, and target them for calls, driving them to the site/alert.

How would I best create a phone banking list (on a daily or semi-daily basis) that includes only people who've not taken action since the day before, in a given district, for example, and then have their contact information as part of the report?

One suggestion was the following:

Report Writer - you could create an Interaction Details report that filters on "Alert Invitation" and "Alert Reponse". This report would grab everyone who had been sent an action alert email, and would also output all the participants in alerts. By arranging the spreadsheet to filter by name of alert, then by email address, you could tell who had been sent the alert but had not responded. I think this is the best option.

But I am curious if others have fast/easy ways of doing this that they've found?
