RELO does not mark "Is Primary"

I need some direction, please, on how to handle situations where constituents have multiple email addresses. If someone has a record in RE/LO, and their RE record has one email address with type 'Email', then they transact in LO using a completely different email, that email address pushes into RE with the same type. But then we don't know which email address LO is using for communications! The issue I have is that the "Is Primary" box doesn't get marked in RE. The Support person I spoke to says that this is by design, that just because someone transacts with an email address doesn't mean that communications should default to that email address.


My question: How do you use the "Is Primary" box when you have multiple email addresses for a constituent? Do you communicate with the email address you already had on file with them, or do you update the record so that the new email address gets marked as "Primary" and you therefore begin communicating with that email address?
