Phone Number Verification Product

Over the years we have accumulated many phone numbers on records. We have nearly 400,000 records in our database and some records have 4,5, even 6+ phone numbers on their records. This has forced us to use phone types such as Home 1, Home 2, Home 3.... Cell 1, Cell 2, Cell 3 (etc. You get the picture). We know that it is extremely unlikely that someone would have so many phone numbers that are truly active. 


I am wondering if anyone out there has ever used a product that verifies a phone number with the address listed on the record. We would like to keep only 1-3 phone numbers on a record and be able to remove the additional phone types that go out to Home 5. We have considered using a product that tells us whether the number is still active or not, but we know that a number can be active but not truly belong to that record.
