Importing Actions for a single User

A simple question - hoping for a simple answer.


I know I can't import reminders and users to notify.

So how do I go about adding this User to the 380 Constituent Actions I've just imported?

I very much hope that I am wrong, but this doesn't seem an option at all, neither via import nor global change.
