Email "list-unsubscribe" header

In Outlook, the new list-unsubscribe header on LO emails says it blocks senders and moves email to your Junk folder.



I looked for info on list-unsubscribe headers online and found https://litmus.com/blog/the-ultimate-guide-to-list-unsubscribe  which states there are two types of instructions a sender can provide to an inbox provider to power list-unsubscribe: a mailto link or an unsubscribe URL. Which does Blackbaud provide? And how is it set up, exactly? If it generates an email that goes to a mailto: address how is that email address identified? If it takes the subscriber to a landing page is it the Preferences page or the Unsubscribe page?  


The Outlook list-unsubscribe header doesn't seem to do either of those. It just seems to block the sender.


Can someone from Blackbaud please respond?
