Action Tracks and duplicate actions

My question is regarding Action Tracks and duplicate Actions. For example, we may have ten annual actions to go with an agreement but seven years later we sign a new agreement, causing us to have to add an additional ten actions. Because we haven't completed all the previous ten, we have three overlapping. Do I avoid this from happening by clicking "no" for "If the track has already been assigned to the constituent(s), do you want to assign it again?" or will clicking "no" for that option not add any of the actions I'm trying to add or do something completely different? I've always been taught to click "yes" for that question but am now questioning whether or not I've been creating extra work for myself all these years by having to go back and amend the overlapping actions. Is there a different solution I haven't thought of? Let's say, for example, that we owe a donor ten annual invitations because of their donation. Seven years later, the donor donates again, this time, we will owe them an additional ten invitations. Because we haven't finished fulfilling the remaining three from the last agreement, we now have those three, along with the first three from the new agreement as 'duplicate' actions.
