Is there a way to re-send an email to the segment of a list that did NOT open the first email without having to create an entirely new list? I'm looking for ways to re-target either those who open, not open, click, or not click an email.

    Good question. That would indeed be helpful, but I have seen a way to do it. Of course, it is easy enough to create a new list, but streamlining is indeed a good thing.

    Have you tried pushing the data from OLX to RE and then writing a Query using the Appeal Response field to group those who Received versus anyone who Opened+, then make that Query an OLX List and send the message again to the new list?  I've never done this, so there might be an obstacle I'm not thinking of, but it seems like it should work.  Of course, having a built-in system to do this would be easier & faster, but...
