In Queue, is there a way to query for a subset of constituents, then add a constituent attribute to those constituents?

Hi my brilliant RE compatriots, 


Can Queue be used to find a subset of constituents and then add a constituent attribute to those constituents? I know that I can find the subset of constituents through Query. What could then be queued after the query to add the constituent attribute? I can't figure out how to create an Import file. Someone suggested using Mail.
