RE:Queue wiht Outlook 2016 running on a server

When running a schedule or manual Queue on a server class machine, Outlook sends up the prompt A program is trying to access e-mail addresses.  I have made all the necessary registery change and Truc Center - Prgormmatic Access change but RE:Queue still fires up the prompt.  What are other people doing to get this process to work?  BB is saying this is a Microsoft issue because Outlook is generating the security message.  Because Outlook 2016 is installed on a server that does not have the Windows Security Center installed I get this messager Antivirus status:  Unavailable.  This version of Windows does not support antivirus detction.
