Query of Record Changes

Does anyone know if you can run a report of the history of changes on a Relationship record?

I'm pretty sure that this rolling history isn't retained within the RE/SQL structure directly, though some record types - eg, Constituent - have Last_Changed_By and Date_Last_Changed (or similar) fields pertaining to the latest change. You'd likely have to either use a third-party app/plug-in - or "roll your own" - to log changes. This post covers some similar concepts.
