What does the Action Alert option "Restrict by State" do?

Using the advanced option "Restrict by State" in step 2, allows only residents of specified states to participate in the alert:

Select Yes to restrict the alert by state. Enter a two-letter abbreviation for each state, separating multiple states with a comma: CA, OR, WA . (Residents of other states who try to participate will get a friendly message indicating that they are not in the targeted states.)

Leave the Yes checkbox unselected to allow residents of all states to respond.
