How do I return an email message to draft if that option is not listed?

Hello,

My name is Julia over at the UN Foundation, and I have a question about return email messages to draft.

When I'm looking at the message list (Campaigns>Messages), most of the messages have the following actions available:

Copy

Delete

Archive

Return to Draft

Preview

A/B Test

Send

However, some of them only have these actions available:

Copy

Delete

Archive

Preview

Why the difference, and how can I get the full range of actions available for all messages?

We were searching for an answer to this question and could not find one.  As a work-around, we made a copy of the message and and edited that one instead.  The "original" was archived.
