Permissions for Changing Soft Credits

The document below, found in the Community, describes how to change soft credits in TeamRaiser. Unfortunately, the TeamRaiser Management Group doesn't seem to have permission to do this. Is there a particular admin group that has this permission, or, better yet, which permission can be added to the TR Management Group that would allow this? I know there is potential for problems here as it looks like the same permission also allows one to issue refunds.

What is a TeamRaiser Soft Credit and how do I use it?

Reassigning donations in TeamRaiser is now being done through a change to the Soft Credit for the Donation.

The "Change Soft Credit" link allows you to move credit for a donation from the current donor (if any) to any of the following: a TeamRaiser Participant, a TeamRaiser Team, a TeamRaiser Event, or a Tributes Fund.

Change soft credit for a gift as follows:

1. Find the transaction either through the Transaction tab of the constituent record or through Fundraising > Transactions.

2. Click the "Change Soft Credit" link to open the first screen.

3. Select where you would like to move the soft credit for the gift by clicking one of the following:

• TeamRaiser Participant

• TeamRaiser Team

• TeamRaiser Event

• Tributes Fund

4. Click the Search button to view the list that corresponds to your selection. For example,

I'm still looking for an answer to this and am wondering if anyone can help?   The basic question is which sub-admin group can edit soft-credits?  I have some TR admins (config and management) but those rights don't seem to be sufficient.  I contacted support and was told that "Contact Management and Donation Form management permissions are the permissions it looks like they will need in order to manipulate the gifts in C360".  That doesn't seem to work.  Right now it looks like only full admins are able to change soft credits.
