Using Web Service Calls to Create Users

Is anyone sucessfully using web service calls to create users? (See p. 10-12 https://www.blackbaud.com/files/support/guides/bbnc/ssore.pdf) in BBNC. Note: we're attempting to call from a Word Press site not hosted by Blackbaud).


We've discovered in development that the calls work (users are created...), but only IF we're logged into BBNC as a supervisor. 


If we're not logged into BBNC (and submitting the web service parameters as a form)  an error is returned that the admininistrator credentials are incorrect. If not logged into BBNC (and submitting web services parameters via a PHP script), the user is NOT created in BBNC and there's no error/response from server.  Note: the administrator credentials used in the web service parameters are the same as the ones used to log into site and should then also work when used in a call.
