I would like to create a polling survey where the users select the one of 4 pictures they like. Can I insert pictures to a Convio polling survey?

I would recommend that when you create the survey, to add a "Caption" type question, which will give you the WYSIWYG.

You can then use the image library to insert the pictures. I would then recommend you create another question, multiple choice single response (radio), that asks the constituent to choose which one they like.
