Not directly, no. You'd have to find a way to export your contacts into a .csv file, and then in that file you could add all of the required fields you would need to create a new constituent (this varies by organization) and import all of them as new records. Of course, you would want to first make sure that all of these records are really new so that you're not creating duplicates.
