How do I create a report that all my Center Admins can see?

If you are in a Multicenter environment, as a Site Admin, you can create a report in Report Writer with the security category of "General". Every Center Admin is able to view reports that are in their Security Category for that Center and in the General Security Category. Keep in mind that they must have Permissions to view that type of report such as TeamRaiser, Events, Transactions, and etc.
