Since nobody has responded, I guess that's the answer.

We did actually find the answer, although it's not really ideal.  I just neglected to come back and post an update.


You can use the Copy User Settings Plug-In.  But it copies, and overwrites, everything.  The destination User Record will lose all existing User Options as well as all existing Home Page setups/Favorites.  So to solve our problem, I captured a screenshot of the Home Page before we ran the Plug-In, and then restored other Favorites and all User Options manually.  (Although, you could create a new User Record, copy the User Options using the function in Admin > Security, then after using the Plug-In, use that same function to restore User Options...that function does not affect Favorites.)  We do not have any Dashboards on that User Record, so I don't know how either function affects those.

For reference, see KB-44368 about the Copy User Settings Plug-In.  This Plug-In should work even with other Users logged in.  All User Options, including existing Favorites, will be changed.

The Copy User Settings plug-in allows you to copy a user's Home page, user options, and dashboards to another user.

 
   1. Log in as Supervisor or as a user with Supervisor rights.
   2. Click Plug-ins, Copy User Settings.
   3. Click Begin. 
   4. In the Copy Settings From box, select the user whose settings you want to copy.
   5. In the Copy Settings To box, select the user to whom you wish to apply the settings.
   6. Click Copy Now.
