Labeling Form Fields for Accessibility Compliance

Hi everyone, 


I am in Ontario, Canada, where we are required to follow certain web guidelines for accessibility. In order to be compliant with the Accessibility for Ontarians with Disabilities Act(AODA), all fields and forms must have labels - if you hover your mouse of the First Name field, a pop up should say "First Name". Currently the fields say "Please fill out this field" when I hover over them. Is there a way to change this? Without this capability, I've been instructed to remove all Online Express forms from our website. Hoping for help ASAP!!
