Can other Team Members 'Reply to All' from an email the Team Captain sends to their team?

A Team Captain sent and email to his entire team.  Other team members want to be able to respond to his email by replying to all of the team.  Teammates are looking to be able to communicate with eachother- is that something team members can do by clicking 'reply to all'?

Reply to all would not work -- since the "To:" field of the message is the individual participant's email address -- not a group like, say, a listserv -- reply to all would reply to the team captain only.
