Countries /states /provinces International settings

Unfortunately there seem to be no way is no way to make Province/State not required on the Online Express form, the donor will have to choose something. There is also no way to separate the form to show one list for Provinces and another for States when choosing different countries - they pull from the same table so they are either available or not.  That means a poetntial donor from Spain, for example, would have to choose from a list of provinces that included Provinces in other countries. Is there a way around these issues ?
