Which type(s) of registrations count towards constituent caps.

Our current contract with Convio has a limit on constituents to be held on their database. Surpassing which would incurr additional charges.

Which registrations count toward this limit? Quick Registrations, Full Registrations, or both?

As I understand it, the count is EMAILABLE people in your database.  It might be different for in your contract, of course, but as I understand it, if you look at the Any Registered Users group, the number at the bottom of the summary, where it shows you the total number of emailable active members you have on file... that's the number.   You should direct this question to your account rep, though, because it very well could be contract-specific.

I second Michael's suggestion to check in with your account manager.  However, to answer your other question, both types of registrations would count since they create a constituent record (with proper caveats about the email address needing to be good (i.e. emailable) and opted in).
