Best query options for updating actions

We have kicked off a brick campaign.  I am trying to wrap my head around the best way to update actions as the brick orders are being completed.  I know do an Action Query, then Globally Change, etc.  but that isn't going to work when all the bricks are not going to be ordered and installed all at once.


So what I want to do and what I need RE to do.


When we receive a donation for a brick, I want our assistant to is add an Action with the status of BRICK ORDERED.  Then after the brick has been engraved, received back AND after it has been installed, they want to send the donor a letter notifying them that their brick has been installed.


So for the "group" of bricks that have been received back in that particular order, our assisant needs to "cherry pick" out the people whose bricks have been installed in that round.  Action Queries can't be used in Query List, so how do I "hand pick" only the people that I need change their Action status to Completed?  I want her to easily be able to use the Action status to query for a mail merge.

    Does your assistant work with action tracks?

    I can imagine having the constituent ID attached to the brick order, as well as the person's name.  One could create a "one of" list of the constituent ID's and use Query output to identify the constituents.  One could then go into the action record of eqch constituent and change the action to completed. (or do it globally, if that works) This at least avoids looking up each person by name.
