Communicating with prospects

Understanding that Convio's email is geared toward folks who have opted-in, is it possible (and legal) to build a group of prospects and communicate with them even though they haven't yet opted-in through Convio? All of our staff have personal "rolodexes" of folks we'd like to get into out housefile, but who currently are not. We've been building emails in Convio, sending them to staff and then having people forward them using their personal emails. It doesn't look really professional and sometimes the formatting is disrupted. Appreciate any thoughts or suggestions.
