URL Redirect Issue in Emails

I am having an issue where some links in an email when they are converted to a convio url contain one or multiple %20's, and do not redirect properly.


Here is an example. In the code below, we have two anchor tags with the same url, but different link text. However, when Luminate converts the urls when deploying the email, one works and the other doesn't. 


<a href="https://grizzard.box.com/s/33ir1e7u42qzqn1hounbbpedsfgkd0rl">Click here for 2016.10 Thanksgiving Local Fund Drive Donors</a> 

This ends up as http://grizz.convio.net/site/R?i=TQgT3gBwiQ4GsHsXu-T9jw and works as expected.

This ends up as http://grizz.convio.net/site/R?i=rMXIeB18%20%20b7SIu3ZXdU-tRg, which is incorrect.


Note that we are using conditional content xml tags to display certain links to certain users, so one user may get the second link above, but not the first.
